Integrated Child Development Service (ICDS) :

The ICDS is being implemented in all the 12 Blocks. This programme aims at: -
To improve the nutritional and health status of the children below the age of 6 years.
To lay the foundation for proper psychological, physical and social development of the child
To reduce the incidence of mortality, morbidity, malnutrition & school dropouts.
To enhance the capability of the mother to look after the normal health and nutritional needs of the child, through proper health and nutritional education.

1.Supplementary Nutrition Programme (SNP)
With a view to reducing morbidity, mortality and malnutrition among the vulnerable sections of the population, the Supplementary Nutrition Progeramme is introduced though the ICDS Scheme. Malnutrition impairs physical and mental development and hence providing nutritional support to children in the vulnerable age group is essential to prevent the onset of malnutrition and growth faltering in the formative years. Under this programme Supplementary Nutrition Food is given to the pregnant mothers, nursing mothers and children under the age group of 6 months to 6 years to improve their nutritional and health status for a period of 300 days in a year. The Supplementary Nutrition Programme(SNP) caters to 99850 beneficiaries as on date. The size of ration prescribed per beneficiary per day is indicated below. Monthly 25 days feeding is being provided in a month.

2.Immunization Programme.
The main aim of the programme is to prevent pregnant women and protect children from the six killer diseases i.e Polimyelitis, Diphtheria, Pertussis, Tetanus, Tuberculosis and Measles. These are the major preventable causes of child mortality, disability, morbidity and related malnutrition. All the children in the age group of 06 years are given immunization at the AWCs. The pregnant women are also given TT immunization at the AWCs with the help of Health worker female i.e ANM. Children in the age group of 01 year are given DPT/Polio, BCG, Measles is given at the age of 01 year as per the immunization schedule. Eligible children and pregnant women are immunized at the fixed day of immunisation at AWCs.

3.Pre-School Education:
In addition to emphasis on supplementary nutrition and convergence with health services, special focus is also being given to the Preschool education. Its main aim emphasizes universalisation and qualitative improvement of Primary Education especially in remote and socio-economically backward areas. Children in the group of 36 years are enrolled in the AWCs for preschool education. The AW Workers, who is trained one is imparting preschool non-formal Education to the children through story telling song, Games in play way method as per the Arunima lesson plan prescribed by W & CD Deptt. for mental, physical and social development of children.

4.Referral Services:
The aim objective of the programme is to provide prompt medical attention to the children, pregnant women and nursing mothers. The AW workers are referred the Grade– II,III&IV malnourished children for provided medicine for life saving drugs for higher risk child under treatment each centre has been provided Rs.3,000 under RLTAP scheme. The children being referred to the medicals on 15 th of every month on Prustikar Divas.

5.Health Checkup:
In order to provide a link between the village and PHC, health check up is introduced for antenatal care of expectant mothers, postnatal care of nursing mothers and care of the newborn children under six years of age. Fixed Health Day is being organised at AW centres by the AWWs regularly once in a month with the assistance of Health Functionaries. Mother and Children from nearby villages attend for their health checkup on schedules date and time fixed. The concerned ANM and supervisors also remain present in AW centres. Mother counseling weighment of children and nutritional demonstration are done in the fixed Health Day programme. Severely malnourished children are identified and referred to Medical Officer of PHC/CHC for Medical Checkup and treatment.

6.Nutrition and Health Education:
Nutrition and Health education being the key element of the programme, all women in age group of 150 to 45 years are covered by this component to look after their own health, nutrition and development needs as well as of their children. The ICDS and Health Functionaries are imparting Nutrition and Health Education to the Pregnant Women, Nursing Mother and mother of risk children on different health issues. It is done in every A W Centres once in a fixed day of the month.

7.Nutrition Programme for Adolescent Girls (NPAG):
The Adolescent Girls under BPL Category of the age group 11 to 19 years are being covered in the scheme. The Girls belong the age group 11 to 15 years and 15 to 19 years coming under the weight 30 Kg. & 35 Kg. respectively are being given rice @ 200 gm. each per day i.e. 6 Kgs per month. As per recent survey 61205 Girls have been covered under the scheme and NPAG rice for the month of July to September’08 have been released to the ICDS Projects.

Social Welfare.

Mid Day Meal Programme.
Mid Day Meal Programme is introduced to give Mid Day Meal to the students of the Primary School as well as Schools run by SC/ST Department both in Rural and Urban areas from 1.7.1995. Later on the MDM programme is also extended for the students of Upper Primary, Class –VII students and NCLP schools. As far as Koraput district is concerned MDM is being provided to Primary and Upper Primary students as mentioned below for 210 days in a year.

Aims and objectives.

Apart from enhancing school attendance and child nutrition, MDM have an important social value and foster equality. As children learn to sit together and share a common meal, one can expect some erosion of caste prejudices and class inequality. Moreover, cultural traditions and social structures often mean that girls are much more affected by hunger than boys. Thus the MDM programme can also reduce the gender gap in education, since it enhances female school attendance.

Madhu Babu Pension Yojana (MBPY).
After careful consideration, the State Government has been pleased to introduce “MADHU BABU PENSION YOJANA (MBPY)” to come into effect from 1 st January 2008 by getting two pension schemes (SOAP & ODP) merged. The Madhu Babu Pension Yojana is to be administered in accordance with the provisions contained in the “Madhu Babu Pension Yojana Rules, 2008” and to come into effect from 1 st January 2008 for a better and smooth implementation in view of its expended coverage vide Resolution No. 11ISD50/ 2007WCD Dtd. 4.1.2008 and revised Amendment resolution No. 200ISD50/ 2007SWCD Dtd.18.4.2008 of Government of Orissa, Women & Child Development Department, Orissa, Bhubaneswar. A person shall be eligible for getting pension of Rs. 200/per month under the Scheme, if he or she:-

(a)(i)Is of 60 years of age and above (OAP)
(i)or, is a widow (irrespective of age) (WP)
(ii)or, is a leprosy patient with visible signs of deformity (irrespective of age) (CLP)
(iii)or, is a person of 5years of age or, above and unable to do normal work due to his/her deformity or disability being totally blind or, orthopaedically handicapped or, hearing and speech impaired or, mentally retarded or, with cerebral palsy (DP)
(iv)or, a widow of HIV positive person [irrespective of age and income criteria mentioned under Rule 6 (b)]. (WPAIDS)
(v)or, a HIV positive person identified by the Orissa State AIDS Control Society [irrespective of age and income criteria as under Rule 6(b)] (DPAIDS(b)has family income from all sources not exceeding Rs. 12,000 (Rupees twelve thousand) per annum. or, included in the BPL List.
(c)is a permanent resident/ domicile of Orissa.
(d)has not been convicted of any criminal offence involving moral turpitude.
(e)is not in receipt of any other pension from the union Government or the state government or any organization aided by either Government.

Indira Gandi National Old Age Pension Scheme (IGNOAP):
This scheme came in to operation from 15 th August 1995. Under this scheme, a person shall be eligible for getting pension of Rs. 200/( Centre : State 75:25) per month under the Scheme, if he or she :·
·is of 65 years of age or above ( Male or Female ).
·the applicant must be a destitute in the sense of having little or no regular means of subsistence from his / her own sources of income or through financial support from family members or other sources.
·is a permanent resident or Orissa.
·his or income does not exceed Rs. 12000/per annum.

Indira Gandhi National Widow Pension Scheme (IGNWPS).
The Scheme is known as “Indira Gandhi National Widow Pension Scheme (IGNWPS), It comes into existence from February’2009.

·Eligibility Criteria of Beneficiary.
For purpose of claiming central assistance, the following criteria shall apply:

(i)The age of the widow shall be between 40-64 years.
(ii)The applicant must belong to a household below the poverty line according to the criteria prescribed by the Government of India.
·Amount of Pension.
The central assistance under IGNWPS will be provided at the rate of Rs. 200/per month per beneficiary. The State governments are urged to contribute at least equally towards the pension amount.
·Specific condition regarding sanction of pension.
Sanction of pension to the beneficiary has to be made only after placing the database of beneficiary in the public domain/ website of the Ministry or State.
·Mode of Payment
The pension is to be credited into a post office or public sector bank account of the beneficiaries.
·Identification of beneficiary.
The Gram Panchayat/ Municipalities are expected to play an active role in identification of beneficiaries under the scheme.
·Certificate of coverage.
The States/ UTs are required to furnish a certificate that all eligible widows have been covered under IGNWPS.
·Number of eligible beneficiaries under IGNWPS
The number of eligible beneficiaries to be assisted under IGNWPS will be determined as per the field report of all the beneficiaries who satisfy the eligibility criteria.
·Allocation of Funds.
The funds for operation of the schemes relating to IGNOAPS, IGNDPS, IGNWPS and National Family Benefit Scheme (NFBS) as part of National Social Assistance Programme.
·Discontinuation of Pension.
Pension will be discontinued in the following case:
(i)In case of remarriage.
(ii)Once the widows move above the poverty line.

·Eligibility Criteria of Beneficiary.
(A) For purpose of claiming central assistance, the following criteria shall apply:
(i) The age of the widow shall be between 18-64 years.
(ii) The applicant must belong to a household below the poverty line according to the criteria prescribed by the Government of India.
(iii) The applicant should be suffering from severe or multiple disabilities as defined in Persons with Disability Act,1995 (PWD Act 1995) and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (National Trust Act 1989) revised from time to time and any other guidelines issued by the Ministry of Social Justice and Empowerment in this regard.

(B)For the purpose of defining server of multiple disabilities the following may be considered:
(i) As per clause (i) of section 2 of the PWD Act, ‘Disability’ means (i) blindness, (ii) low vision, (iii) leprosy cured, (iv) hearing impairment, (v) loco mater disability, (vi) mental retardation and (viii) mental illness
(ii) As per clause (t) of section 2 of the PWD Act, ‘persons with disability’ means a person suffering from not less than forty percent or any disability as certified by medical authority.
(iii) As per clause (4) of section 56 of the PWD Act, ‘Persons with severe disability means a person with eighty percent or more of one or more disabilities.
(iv) As per clause (h) of section 2 of the National Trust Act, ‘Multiple Disabilities means combination of two or more disabilities as defined in clause (i) of section 2 of Persons with Disabilities (Equal Opportunities, Protection of Right and Full Participation) Act,1995.
(C) For the purpose of certification of disabilities covered under the scheme, the following may be considered:
(i) The applicant shall submit a medical certificate from ‘medical authority’ as per the provision of clause (p) of Section 2 of the PWD Act and para B (ii) above.
(ii) The findings of the competent medical authority on the extent of disability would be treated final.
(D) The State Government will facilitate in obtaining the certificate of severe or multiple disability of such persons who supplies for assistance under the scheme by inviting the medical authority at Block/ Tahsil level or as admissible so that distance may not act as deterrent and such persons do not face harassment

National Family Benefit Scheme (NFBS):

This Scheme came into effect from 15 th August 1995. This is a centrally sponsored programme to provide assistance for a lump sum family benefit for households under the poverty line on the death of the primary bread winner in the bereaved family subject to the conditions given below:
·The “Primary Bread Winner” will be the member of the household male or female – whose earnings contribute the largest proportion to the total household income.
·The death of such a primary breadwinner should have occurred whilst he or she is in the age group of 18 to 64 years of age.
·The bereaved household qualifies as one under poverty line.
·Rs. 10,000/in the case of death due to natural and accidental causes will be provided to the claimant of the bereaved family.
·The family benefit will be paid to such surviving member of the household of the deceased who, after due local enquiry is determined to be the head of the household. For the purpose of the Scheme, the term “house hold” would include spouse, minor children unmarried daughters and dependant parents.

BANISHREE SCHOLARSHIP FOR PHYSICALLY HANDICAPPED:

The Orissa Scholarship for Physically Handicapped has been introduced to assist the Handicapped students to secure Academic Education Technical & Vocational Training so as to enable them to ear a living & to become useful members of the society.

ORPHANAGES.

Orphanages for orphans and destitute children between the age group of 5 – 18 years are being managed by NGOs financial assistance from State Government. Children in these orphanages are provided with Food, Shelter, Clothing, general education, Medical checkup and Vocational Training and guidance to bring them up as good citizens.
