INFORMATION ON DISTRICT WELFARE OFFICE,KANDHAMAL

INTRODUCTION

AIMS AND OBJECTIVES OF THE SECTION:
The District Welfare Office is functioning at Collectorate, Kandhamal, Phulbani. Room No. 28,33 & 34 are being used for SSD Section in the Collectorate. This District comes under Tribal Sub-plan area having two ITDAs in Phulbani and Balliguda. One Micro Project is functioning for Kutia Kandhas namely KKDA located at Belghar. The aim and objectives of the DWO Section is to supervise, functioning of Educational Institutions under ST/SC Dev. Deptt. and implementation of Income Generating Schemes and income generating programme for welfare of STs/SCs, Minorities, SEBC, OBC, Safai Karmachari, Manual Scavengers and Vulnerable Groups through OSFDC/ OBCFDCC Agency and other safeguard programmes.

Population:
This district comprises 12 Blocks in two Sub-Divisions. The Total population as per 2001 Census of the District is 6,48,201. Out of which Scheduled Tribe population constitutes 3,36,809 and it comes 51.96% and Scheduled Caste population constitutes 1,09,506 which comes 16.89%.

Office Establishment :

The DWO is the DDO of the following establishments.

I. District office establishment comprising of 16 nos. of employees.
ii.OSFDC Section 03 staffs.
iii.Teaching staff of 88 Sevashrams, 06 Ashram Schools, 09 Residential Sevashrams comprising of 305 nos. of employees.
iv.Contractual Teachers of H/Ss : 25 nos.
v.Sikshya Sahayakas of All category schools: 45 nos.
vi.Attendanant/CCA/WWA of all 100 seated Girls Hostels 199 personnel.

Besides the DWO office prepares bill/ budget of above establishment and monitor the unit and make re-conciliation work with the Govt. bimonthly. Also the DWO office looks after the estt. of all 23 High Schools regarding maintenance of Service Book/ Sanction of leave of all H/S employees and sanction of Increment of HMs.

Pre-matric Scholarship:

The Govt. provides Pre-matric and post-matric Scholarship to SC/ST/OBC/ SEBC/ Minority students from Class-I to College Level and Technical Education Level.

The Govt. provides Pre-matric Scholarship to SC/ST students from Class-VI to X both at Day scholar and Boarder rate in SSD Deptt. and S& M.E. Deptt. Schools through DWO and BDOs of Block level without any income criteria.

The Govt. also provides Pre-matric Merit-Cum-Poverty Scholarship to OBC/ SEBC students from Class-VIII and IX with an income criteria of Rs. 44,500/- Per Annum of a family both at Day scholar and Boarder rate.

The Govt. also provides Merit Scholarship to Minority Students from Class-I to X with an income criteria of Rs. 2,00,000/- Per Annum of a family both at Day scholar and Boarder rate.

Post -matric Scholarship:

The Govt. provides Post-matric Scholarship to SC/ST students at +2. +3 level and also in case of Technical Education, Vocational Education with the income criteria as follows both at Day scholar and Boarder rate.

SC:Rs. 1,00,000/-, ST: Rs. 1,45,000/- per Annum.

The Govt. provides Post-matric Scholarship to OBC/ SEBC students at College level with an income criteria of Rs. 44,500/- Per Annum both at Day scholar and Boarder rate.

The Govt. also provides Post Matric Scholarship to Minority Community Students at College level with an income criteria of Rs. 2,00,000/- Per Annum of a family both at Day scholar and Boarder rate.

Pre-matric scholarship to students to ST & SC Deptt. Institutions.

Pre-matric scholarship of ST/SC boarder students to both ST & SC Deptt. and Education Deptt. Institutions from Class-I to X has been increased from Rs.500/- to Rs.600/- for boys and Rs.530/- to Rs.630/- for girls w.e.f. May.2011. The Pre-matric scholarship is paid for 10 months in an education session.

Detailed diet chart including miscellaneous expenditure required for each boarder student communicated by ST & SC Dev. Deptt. vide the Resolution No. 12593/ SSD Dtd. 18.4.2011 is indicated below.

The DWO distributes reading and writing materials to SC/ ST students reading in all SSD Deptt. Schools after getting allotment from Govt. The materials are procured by Dist. Office as per tender procedure.

This section provides Monetary Relief to SC/ST Atrocity Victims. The status position for last 02 yrs is detailed below.

Income Generating Activity:
The DWO is also declared as DWO-Cum- Dist. Manager, OSFDC Ltd. Financial assistance in shape of low rate of interest through OSFDC, Ltd. Is being provided to different eligible ST & SC beneficiary for undertaking different income generation activities. Further, S.C. S. H. Gs are being assisted through bank loan linkage with subsidy provision from OSFDC to undertake income generation activities as per SGSY Norm. Besides this office provides loans to OBC/SEBC/Minority/SC & ST High Cost Loan/ Safai Karmachari/ SRMS (Manual Scavengers) beneficiaries in both rural and urban area/ WADI programme etc.

The status of financial assistance provided to the beneficiaries in different schemes by Dist Office with a low interest rate is appended below.

Issue of Fake Caste Certificate:
The RDC-Cum-Chairman of State Level Scrutiny Committee (S.D), Berhampur, Ganjam with the committee members are looking after grabbing of Fake Caste Certificate of Kandhamal District. The DWO is implementing the orders and decisions of SLSC.
Quarterly Review meeting held by SSD section:
This office convene the quarterly meeting chaired by the Collector.
i.Dist. Level Task force Committee meeting.
ii.Dist. Level Vigilance and Monitoring Committee meeting.
iii.Dist. Level Minority Committee meeting.
iv.Prime Minister’s 15 point programme for Welfare of Minorities.
Besides the DWO has to attend the Chief Minister’s Special Package Meeting and State Level Scrutiny Committee Meeting on Issue of Fake Caste Certificate.
