Introduction:

Towards the end of the second world war, the need for a machinery to effectively handle and rehabilitate the service personnel and war workers about to be released, was increasingly felt in order to ensure uniformity in policies and effective co-ordination of efforts it was decided that this machinery should be directed and controlled by the central Govt. therefore Directorate General of Resettlement and Employment (DGR&E) was set up in July 1945 and Employment Exchanges were gradually opened up in several parts of the country. Till the end of 1964, Employment service facilities were restricted to only demobilize service personnel and war workers but consequent upon the partition of the country in the year 1947, the Employment Exchanges were engaged in dealing with the re-settlement of large no of persons displaced by partition. But the scope of service of Employment Exchanges was extended to all categories of applicants during the year 1948. According to the recommendations of the Training and Employment services organization committee 1952 (popularly known as Shiv Rao Committee), the day-to-day administration with effect from 1st Nov 1956. The employment Service is now the joint concern of both the central and state Government.

Organizational set up

(a) Directorate General of Employment & Training:
In 1960, the name of the Directorate General of Resettlement & Employment has been changed to Directorate General of Employment and Training (DGE&T). The DGE&T constitutes the national headquarters of Employment service as well as craftsman training scheme of ministry of Labour & Rehabilitation.
(b) Directorate of Employment Exchange in the state:

This is the apex body of the state Govt. The state Director will provide leadership, guidance and expertise in such technical fields as: Surveys and studies relating to employment and unemployment.
·Manpower planning and forecasting.
·Enforcement of employment exchange (compulsory notification vacancies)
Act 1959, collection of employment market information & public relations.
·Vocational guidance and career advice.
·Occupational research and information and
·Staff training.

District Employment Exchange:
This will normally constitute the basic unit for implementing and coordinating all programmes of assistance, career advice employment Market Information and surveys and studies in the District. The District Employment Officer is responsible for inspection and enforcement of Employment Exchanges (Compulsory notification of vacancies) Act, 1959.
(c) District Employment Exchange, Kandhamal:
The District Employment Exchange, Kandhamal has started functioning since 23.03.1960 having operational jurisdiction over the Revenue District of Phulbani. After expansion of employment organisation two sub-offices at Boudh and Balliguda have been opened during the year 1973 and a rural employment Bureau at G.Udayagiri 1975. Consequent upon the bifurcation of Phulbani district into two separate districts namely Boudh and Kandhamal (Phulbani) with effect from 01.01.1994, the employment sub-office, Boudh has been upgraded to District Employment Exchange, Boudh. Therefore the District Employment Exchange, Phulbani is left with only one sub-office at Balliguda and one rural employment Bureau at G.Udayagiri.

Activities of District Employment Exchange

The Primary functions of Dist.Employment Exchange, Phulbani are as follows:
·Registration of job seekers and sponsoring of names for vacancies.
·Vocational Guidance.
·Employment market information.

(A)Registration of employment seekers and sponsoring of names for vacancies:
The names of candidates seeking employment are registered in accordance with the guidelines laid down in circular No.6867 dt.23.06.88 of Labour & employment department in Govt. of Orissa and other instructions received time to time.
The names of candidates are sponsored to the employer according to his requisition of vacancies as per the suitability and seniority in the Live Register. The statistical data relating to different items of work performed during last five years from 2006 to 2010 is given below.

(B)Vocational Guidance:Vocational guidance means assistance given to an individual in solving problems related to vocational planning and to his occupational choice. Following are some of the specific objectives of vocational guidance.
Programme in Employment Service.
·Suggest measures with a view to enhancing the employability of an individual or group of individuals.
·To offer assistance to an individual or group of individuals in preparing to 
choose, change or adjust to occupational lift.
·Generate awareness and appreciation of the reality employment market in the community and
·Collaborate or co-operate with other agencies in the filed of guidance to stimulate and promote joint efforts.

In this connection the District employment Exchange has taken the following activities:
(i)Entrepreneurship Awareness Camp EAC:
The camps are conducted to create more awareness amongst the students and job seekers regarding different self-employment avenues available to far and wide. Last year one such camp was organized at I.T.I, Phulbani.
(ii)Vocational guidance and Employment counseling programme:
The objective of this programme is to create awareness amongst the students regarding different career opportunities and training facilities available to them. Last year one such programme was conducted at Govt High School, Phiringia.
(iii)Model career corner:
The Dist.Employment Exchange, Kandhamal, at S.M.Govt.Womens’ College, Phulbani, has opened a model Career corner since 25.9.97. The corner has been provided with career Magazines, Newspapers and periodicals by the Dist.Employment Exchange every month. A senior lecturer and Class-IV staff has been appointed as career teacher and attendant on remunerative basis to look after the model career corner.
(iv)Students Information Bureau:
A Students Information Bureau has been opened at Govt. College, Phulbani since 16.2.99 by the Dist.Employment Exchange, Kandhamal. The Bureau is being provided with career magazines, newspapers and periodicals for the benefit of the students. A senior lecturer and class-IV staff of the college has been appointed as coordinator and attendant on remunerative basis to look after the bureau. Local resource response is also invited to deliver talks on specific topics.
(v)Pre-recruitment camps for direct recruitment in defence services:
The Dist.Employment Exchange, Kandhamal is actively participating and taking part in selection tribals candidates into Indian Army. More than 250 candidates have already been selected during the last two years. The last recruitment rally was conducted at Police Resource ground, Phulbani on 22.8.99. Around 1500 candidates of this district participated in the rally.
Similarly the first ever recruitment rally was conducted for selection of Airman by the 9 Airman selection centre, Bhubaneswar at Panchayat Bhawan, Phulbani on 25/26.08.1999 & a recruitment Rally for Defence and Paramilitary Services was organized in the district of Kandhamal for the year 2007-08 at stadium of Phulbani on 26/27/28.02.2008. Accordingly a Job Fair was organised in the Kandhamal district for recruitment of Security Guard on 24.12.2009.
(C)Employment Market Information: 
Under this programme all establishments in public sector and those employing more than 25 persons in private sector are required to furnish regularly on quarterly basis in form ER-I and biennially in form ER-II about the no of persons they are employing the vacancies that have occurred their in and the types of persons they find to be in short supply. The information are collected under the provisions of Employment Exchange (Compulsory Notification of vacancies) Act 1959 and Rules made there under Information from smaller establishments in private sector employing 10-24 persons are collected on a voluntary basis.

Light Motor Driving Training under Sill Development Programme at Samanwita, G.Udayagiri
in Kandhamal District By Statement employment Mission:

1.In the first batch, Driving Training was conducted from 25.10.2010 to 24.12.2010. 60 SC/ST candidates from different Blocks of Kandhamal district participated in the programme. On successful completion of training, Driving license have been issued to trainees. Out of above 37 candidates have already got employment in private sector.
2.Second batch Driving Training was conducted from 27.12.2010 to 24.02.2011. 60 SC/ST candidates from different Blocks participated in those programme . On successful completion of training, driving license have also been issued to all candidates.
