1.INTRODUCTION:

WATER SUSTAINS LIFE. IT IS A PRIME NATURAL RESOURCE ESSENTIAL FOR BASIC HUMAN NEEDS AND PRIMARY INPUT OF AGRICULTURE, ECONOMIC GROWTH AND SUSTAINABLE DEVELOPMENT. IT IS CONSIDERED AS A SOCIAL AND ECONOMIC COMMODITY.

Minor Irrigation (Flow) takes care of construction, maintenance and management of Irrigation Projects of Culturable Command Area (CCA) between 40 Ha to 2000 Ha utilizing the surface flow. The total available CCA that can be irrigated through M.I. (Flow) is about 1.0 Million Ha. against which 50% has been harnessed so far. These existing Minor Irrigation (Flow) projects spread over 29 districts of Odisha except in the district of Jagatsingpur.

Minor Irrigation Projects are meant for protective irrigation which is highly sought during water scarcity period. It supplements the rainfall as are mostly classified under Class-III or IV, with depth of irrigation supply of 18” / 9”

2.OBJECTIVE OF MINOR IRRIGATION (DEPTT.OF WATER RESOURCES) IN ODISHA:

The Minor Irrigation Organisation (Erstwhile Rural Engineering Organisation i.e. R.E.O) was created in the year 1962 under Rural Development Deptt. On abolition of R.D. Deptt. on 15.06.1980, Minor Irrigation (M.I) Organisation was brought over under Irrigation & Power Deptt. Again it came under R.D. Deptt. from 24.03.1990. Finally since 1996, it is under Water Resources (W.R) Department.

Over the years, efforts have been made to construct a number of Minor Irrigation Projects throughout the State. Under M.I. (Flow) by the end of 10th. Five Year Plan (2002-03 to 2006-07) Irrigation potential for 5,19,027 Ha has been created. During fist two years of 11th. Five Year Plan period i.e. 2007-08 to 2008-09, another 22,698 Ha Irrigation potential has been added. Thus the total Irrigation potential created under Khariff through Minor Irrigation (Flow) ending March 2009 is 5,41,725 Ha.

The Minor Irrigation (Flow) Organisation is functioning under the Department of Water Resources; Government of Odisha is headed by one Chief Engineer with Head Quarters at Bhubaneswar and four territorial Circles at Bhubaneswar [CMIC], Sambalpur [NMIC], Bhawanipatna [KBKMIC] & Berhampur [SMIC]. There are 19 nos. of Working Divisions and 1 No. of Investigation Division and 1 No. of Monitoring Division. The Office of the Chief Engineer as well furnished with Planning, Design, Estimating and 
Computer Cells. All the Circle Offices/ Division Offices have been provided with computer facilities.

The works of Minor Irrigation Projects are executed following prescribed Standard Specification of the Department of Water Resources & OPWD. Efforts are also being made to complete new MIPs within a span of 2 to 3 years time to harvest immediate benefit. Initiatives have also been taken to renovate/ modernize the completed but not fully functional projects. Partly Derelict (PD) and Completely Derelict (CD) Projects in phases under various schemes like RIDF, External Assistance, Centrally sponsored scheme, RSVY, NFFW, FC, RR&R of Water bodies, ACA, FFW, BKVY etc.

3.ACTIVITIES OF MINOR IRRIGATION DEPARTMENT IN KANDHAMAL DISTRICT:

The Minor Irrigation Department in Kandhamal District works under the control of the Chief Engineer,M.I., Orissa and in harmony with the District Administration. Apart from maintenance of the existing MIPs , there are a number of new projects under construction. Due importance is given for peoples participation through Pani Panchayats and there is a continuous effort for Capacity Building. Convergence with other Departments like Agriculture, Fisheries, Lift Irrigation and Horticulture is always maintained for optimum benefit of different schemes of the Govt. and to make them public oriented.

(II)CHECK DAMS:

The State Government in Department of Water Resources launched this scheme during 2010-11. The objective is to conserve water at the end of monsoon for drinking water, ground water recharge and incidental irrigation. Preference has been given to blocks having less than 35% irrigation coverage, areas where farmers are using traditional irrigation by constructing temporary cross bunds on streams and where farmers are willing to take up operation & maintenance of the project.

(III)REPAIR,RENOVATION & RESTORATION (RR&R) SCHEME:

48 water bodies with an estimated cost of Rs. 1416.58 lakh have been approved by Government of India during 2009-10 under Repair, Renovation & Restoration of water bodies with domestic support to revive its certified ayacut. These projects are located in Naxal affected areas and drought prone areas. Brief details are given below.

11.FUTURE OF MINOR IRRIGATION IN KANDHAMAL DISTRICT.

As there is no bright scope for construction of further Major or Medium Irrigation Projects in Kandhamal District, the Minor Irrigation Organization has taken a vital role to create more irrigation potential in the District. There is a continuous effort through a dedicated team of Engineers, Field staff as well as office staff to achieve higher goals in the sector. Recent developments in computers, hardwares, advanced instruments for Survey & Investigations as well as Quality Control are being given due emphasis for the purpose.
